This thrilling episode of ‘NCIS' begins with the murder of a Coast Guard officer after he and his partner stop to inspect an abandoned vessel. Meanwhile, back at the office, Tony has revealed that Gibbs has called the entire team to perform work over the weekend, which could have been performed that day.
Agent Borin of the Coast Guard is back in this episode, making the crime scene a joint jurisdiction case. Tony develops a theory that Borin is dating Gibbs: a theory not disputed by the fact that Gibbs is known to only date and marry redheads. Borin shoots down Team Bibbs, after which Ducky intercepts an SOS distress call from the brig.
Our team finds a family of Lebanese passengers who seek freedom in America. However, the SecNav states there is no chance of that family stepping foot on U.S. soil. More of Ziva's back story is revealed when she interviews the mother of the family, after which she tells her that her mother was killed.
While back at HQ, Tony had gotten his hands on Borin's Little Black Book of girlfriends in order to try to set Gibbs up on a date with someone. This is interrupted by Abby's revelation that there was no crew on the ship and the family of four were the only people on board when the officer was shot.
Ziva is placed in charge of finding out why the mother lied to them about the shooting of the crew and about her daughters who were killed during a U.S. led bombing of a Lebanese terrorist group's headquarters. Gibbs and Borin interview the sons, during which Gibbs defends Borin when the elder son calls her an inappropriate word for a woman and charges at her.
To the amazement of viewers everywhere, Abby is allowed more screen time this episode. She too has been roped into the Get Gibbs a Date mission, even though she expresses her doubts — stating they can't find the perfect woman for Gibbs as he already found her; Shannon, his first wife (Gibbs, as we all know, has been married four times and divorced three — Shannon was the only wife of his who made him a widower).
It is during this Get Gibbs a Date meeting that Abby reveals that the father has been on Homeland Security's watch list due to a bombing of a café in Lebanon. Gibbs brings the father in for questioning, which alerts the State Department of their presence. SecNav tries to help out Vance and Gibbs, but that just makes him too involved for Gibbs' liking. While still at HQ, Borin tries to get something off of the seat of Tony's pants, but it just leads to an awkward encounter with Vance. The only order given is for the two of them to stop doing what they were doing.
The father, it is revealed, has been protesting the US government; not his own, which is the reason he gave Gibbs as to why he was in the brig of an abandoned ship with his family.
After intense questioning from both Borin and Gibbs, the father reveals that his younger son is the mastermind who shot the officer. However, the younger son is revealed to be a terrorist, yet the father was the one who shot the officer. At the end, Ziva helps the mother off the boat and on to American Soil.
At the end of the day, Team Gibbs shows Gibbs their perfect candidate for him, and they are shocked when they find out he had dated her in the past. He dumped her when it was revealed that she was too perfect — though it could have been because she was blonde. Gibbs does only date redheads after all.
