This week's episode of NCIS starts off with the introduction of the victim, in what is usually a local setting. This time, it is a man of limited importance ordering from a fast food place. After a hassled call from his wife, the man who handed him his food shoots him with a dart. Right off the bat, viewers' sense something deeper is going on.
Back at NCIS Headquarters, Gibbs receives a call. The team gets ready to go to the crime scene but sit down when Gibbs tells them that they were to stay there. He meets up with FBI Agent Fornell. It seems that their shared ex-wife, Diane, came for help. Diane is now the wife of the missing man and the victim works for Homeland Security. McGee calls Gibbs and tells him about a blood bath at the fast food place of the kidnapping. Two workers were found dead in the freezer, and the security footage was erased.
Abby was able to find the missing security videos and discovered that a card was also stolen from the victim's wallet. McGee found that the victim had hidden bank accounts overseas. Diane had gone snooping in her husband's wallet, causing Gibbs to unveil a new rule - Rule 69: never trust a woman who can't trust her man.
Diane was able to figure out which card of her husband's was missing, letting Tony and Ziva know where to go. They are led to a storage facility. Security footage at the facility showed that it was the victim who used the missing card.
Vance orders Fornell and Gibbs to interview Diane to see if her husband had contacted her, but both men refuse. This leaves Tony to interview Diane. Meanwhile, Ducky has discovered some oddities about the victims from the fast food place. Their hands were tied, but they didn't have rope burns. This leaves the three men to think that the kidnapping was staged to make Diane's husband look like the victim.
Abby discovers that the husband downloaded a lethal virus when he visited the facility; a virus that kills people too quickly to be a big epidemic. While visiting another facility, Ziva's Mossad training is seen when she's the first one to draw her weapon when things feel wrong. The discovery of five bodies allow for the confirmation of that feeling.
Audiences learn Diana had visited the Caymans in 2004 when she first met her current husband. After Diane leaves, Fornell steps out of the shadows and reveals that Diane was still married to him in 2004. Abby traces a call made by one of the cell phones they had located on the crime scene. Gibbs and Fornell were able to find Diane's husband. To his surprise, Gibbs puts him in an interrogation room. This turns to an awkward confrontation between Diane and her husband, which slowly turns into a loving reunion. With the help of the husband, Team Gibbs learns that the virus wasn't going to be sold, but rather dispersed during the Arm Forces game.
Ziva, as per this episode, is the first to spot the bad guy. Gibbs and Fornell engage in a shoot out on the roof of the VIP box. Ziva downs one shooter and the combined efforts of Gibbs and Fornell down another. It turns out to be Diane's husband's boss, who says that they're fools who don't know who they're fighting for.
Vance, after he is told that a Homeland Security agent has tried to commit an act of terrorism, states that he wasn't looking forward to the impeding investigation, as it would step on a lot of toes. Diana returns to see Gibbs, and returns his grandfather's watch, announcing that he was the only man she ever loved.
